There is no question Daniel Jones timing has had an impact between his being overdrafted in a year of not great options and being resigned when his contract was up when there weren't great options and he was coming off a playoff win. Schoen hasn't reaplced any one of those bad contracts with anyone talent wise (so far) and he's dished out his own shit contracts i.e. Jones.
