Here's my offseason plan to address key needs, with an eye on ~$30-35mm in open cap space after we make cuts (e.g. Dwayne Harris) or contract adjustments (e.g. DRC, plus some others will have to):
OL - Sign LT Nate Solder (will be a hefty contract), sign Fluker to a 1 year ~$2mm deal. Draft 2 additional OL in the first four rounds.
LB - Sign OLB Tahir Whitehead (another hefty contract), resign OLB Kennard to a modest deal, and resign Robinson to a 1 year small deal for depth. Draft additional LBs, ideally one in the top three rounds.
CB - Re-sign Ross Cockrell to a decent contract to be the #2 CB (on paper), adjust DRCs whopping $8.5mm deal down to provide cap space. With the new regime, keep Apple around and see if he can redeem himself, or at least for depth.
SS/DL (backups for depth only) - Late round picks/cheap veteran FA pickups if we can.
QB - If Rosen is there at #2 draft him. If not, trade down and obtain more picks. Pass on Barkley.
Given all of our priorities above, and the current roster, I would de-prioritize RB, WR, TE.
