Yes, the comp is determined by draft slot, so there’s not much to negotiate about.

You would think it's first rounders, otherwise Mr. Irrelevant would get the same deal as #1 so what would be the point of working hard to be #1?

There is a rookie wage scale for all rounds and has been for years.
