It does, and the language seems pretty clear to me that it leaves leeway for the league or team to look the other way if they choose to. Obvious valid reasons have included game preparation, we've all seen guys stay in the locker room to get taped up. By saying 'should', implicitly there is a 'may.....' Such as, 'may receive medical attention instead'... But.... 'may protest a client on company time'..... Because that's what they're doing. And if its my company, fuck.no its not cool. I come down on the side that the league shouldn't have taken on that kind of neo fascist advertisement, and our government is (we are) worse for asking for it, but it's simply not accurate that the players are within their rights to use that as a platform to protest without reaction from their employer. It's commercialised patriotism. $10.4 mil is nothing to the NFL, I'd wager it's part of a much larger marketing strategy. Correct me if I'm wrong, but aren't the states that traditionally have the highest enlistment rates also the states where college football tends to be more popular than NFL? How about just once and then decide the game is more important? Will some players stay in the locker room or will they all stay in out of solidarity? Does that later produce a rule that just requires everyone to come out and stand? Are cameramen then told not to film players during the national anthem?
