I don't think any of the refs got a clear look at the play, the only ref that I seen came in from behind the play so he probably didn't see it. What I don't understand is why didn't Baltimore challenge it, it's not like the Broncos ran up to the line and were trying to get a play off after it. They had to challenge one earlier in the game on a ball that clearly hit the ground, too. I'm sure Baltimore were hesitant to use their final challenge that early in the game on a play that only in hindsight became significant.
