RBs throw that same block all the time. http://www.nfl.com/n...-fine-for-block The NFL apparently just changed the rule this year to make cut blocks illegal, but I don't think the initial contact was below the knee. He aimed for the legs The legs, yes, but the penalty is for "below the knees" which is NOT where the contact was initiated. You can hit a guy in the thighs.
