You’re not crazy. The whistle ends the play. If nobody has possession at the whistle, the ball goes back to whoever last had possession. I’ve seen this scenario dozens of times. 
 

Pereira may be losing his mind. I think what the actual ruling must have been is, the Commanders had clear possession before the whistle was blown.
