In my time, I loved Simms... and he led the Giants to (I think) an 11-2 record before he got hurt in 1990. I wasn't around for the Tarkenton/Tittle years. But in my lifetime, Eli is the best. If you look at Tittle's stats, and old film of him, he was an amazing player. But he never won us a championship. I somehow never think of Tarkington as a Giant. In my mind, he's a Viking.
