how about 25 yd penalties for intentional helmet to helmet hits instead of suspensions? including KO's

you can also put electronics in the helmets that would make the helmet glow if they make contact with another helmet.

 

sometimes these hits are to the upper chest or shoulder and only look like helmet to helmet

Yes, they can be replaced, but like I said, they don't "heal".
