Yeah I wouldn't put Smith and Shepard in the same catagory as WR. Shepard can play on the outside and is physical. Smith was a very small undersized dude, who was basically a third down machine. Toomer would be #2 IMO, yeah.... damn shame Toomer didn't come along a little later, he might have had a chance at the hall with the way he and Eli would have produced together.
